General prohibited acts that may not be covered by specific OHV legislation include trespassing on private property, unlawful use of OHV on public highways, reckless use of off-highway vehicles, operation of off-highway vehicles while under the influence of drugs or alcohol, damage to public or private property or damage to natural habitats or protected areas which are all unlawful in every province and state.
Preamble


The use of off highway vehicles within the province of Quebec is regulated by the Quebec Act Respecting Off-Highway Vehicles.

Summary of legislation regulating ATV use
Minimum age
A minimum age of 16 is required to operate an off highway vehicle in Quebec.


Safety course required for operators under 18
Operators between the ages of 16-18 are required to pass a government approved ATV safety course and hold a certificate of competence issued by Fédération québécoise des clubs quads.

 
Drivers license required
A valid drivers license is required for operation along or across any public roadways where off highway use is permitted.


Insurance required
All operators are required to carry a minimum of $500 000 of liability insurance to ride on public or private lands.


Operation on or near highways
Operation on most public roadways and highways is generally prohibited unless specifically exempted.

Operation is generally permitted along the ditch area of a roadway.

It is generally permitted to cross most public roadways.


Helmet and eye protection required
Use of a DOT approved helmet is required at all times. Approved eye protection, gloves and footwear is also required.

OHV Registration / Permit
Quebec does not currently require registration of off-highway vehicles however non-residents are recommended to possess valid registration and decals from their home province or state.
